Summary of Request:

Conditional rezoning application #R-2020-03-C, submitted on behalf of SE Asphalt - Jeff Shipman, requests that the County conditionally rezone a 6.5 acre portion of land to a conditional district to construct a new asphalt plant located off Spartanburg Hwy (US176). The tract, PIN 9586-37-1990, is approximately 11.9 acres total. Approximately 5.4 acres is not included in this application and will remain zoned under the current Community Commercial (CC) zoning district. The property owner is listed as DGP Holdings.  

The applicant is proposing to use the site for a new asphalt drum plant.  Below is an overview of the proposed development.  

  • 350 Square Foot Steel Control Building
  • Raw Materials Storage Area
  • Heavy Duty Asphalt Pad and Driveway
  • Loading Zone
  • Three Parking Spaces for Employees
  • 2 Acres of Impervious Surfaces on Total Tract (17%)
  • 1.8 Acres of Impervious Surfaces on Project Parcel (28%)
  • Accessed off Spartanburg Hwy (US 176)

Conditional Districts allows for the Board of Commissioners to place conditions on the property to address community concerns and make the proposed development compatible with adjacent uses. Conditional districts is approved with an associated site plan. Only those uses shown on the site plan are allowed in the conditional district if approved.

A neighborhood compatibility meeting has been scheduled for Monday, June 8, 2020 at 1:00 pm at which the developer will provide an overview of the proposed project and answer questions from nearby property owners. Due to social distancing requirements, this meeting will be held remotely. The site plan for the proposed project along with a link to access the meeting is provided below.

This meeting is not a public hearing to allow for open comment, but property owners and residents will have the opportunity to ask questions about the proposed amendments. Questions may also be submitted up until the day before the meeting online following the link below, by mail addressed to the Planning Department at 100 N.
