Plat Review

Plat & Subdivision Review

Surveys that are exempt from subdivision review do not propose the creation of a new lot or are highlighted within § 160D-802 of the North Carolina General Statutes: 

  1. Recombination of land;
  2. The division of land into parcels greater than ten (10) acres if no new right-of-way is created; 
  3. The public purchase of land for street right-of-way;
  4. The division of a parcel, two (2) acres or less in size, into two (2) or three (3) lots if each lot is on an existing right-of-way; and 
  5. The division of a tract into parcels in accordance with the terms of a probated will or in accordance with intestate succession 

Plat Review does not have any fees associated with review. 

Plat Review Procedural Guidance 

Electronic Option: 

  1. Email a draft PDF (not the e-record version) to Liz HansonAustin Parks, and Carlos Martinez. Failure to email all three planners may result in a delay in the plat review.
  2. Your review will be processed within 72 hours. Staff will have notes for correction. Each time a new draft is submitted, planners will have 72 hours to respond. Once the review is preliminarily approved, staff will notify you to submit a final plat.
  3. Final approval/signatures 
  4. Signed E-record plats will need to be submitted to the Register of Deeds (via EPN, CSC, or Simplifile) 

**Please note that you may only employ this option if you are authorized by the Register of Deeds via a Submitter's Agreement** 

Mylar Option: 

  1. Email a draft PDF or drop off a paper copy of the plat to 100 N. King St Second Floor 
  2. Your review will be processed within 72 hours. Staff will have notes for correction. Each time a new draft is submitted, planners will have 72 hours to respond. Once the review is preliminarily approved, staff will notify you to submit a final plat.
  3. Drop off final plat at 100 N. King St Second Floor 
    1. Mylar Copy of Plat 
  4. For in-person signing, you will need to schedule a time for signing with the planner who did the preliminary review. Failure to do so may delay final approval.
    1. You will need to pick up the signed mylar, and take it to the Register of Deeds for recordation. Plats that are not recorded are not legally binding.
