Human Services Planner/Evaluator II
Description
The primary purpose of this position is to manage the public health preparedness efforts for Henderson County Department of Public Health. This includes coordination and assessment, surveillance and detection, risk communication and information dissemination, and education and training related to all hazards. Among other duties, the position will administer the respiratory protection program for the department, ensure compliance with National Incident Management System (NIMS) and Incident Communication System Training Plan for department staff, and function as the primary liaison to Henderson County Emergency Management and other related local, state and federal agencies.
This position will also coordinate quality assurance and quality improvement efforts across the department to include assessment and evaluation, implementation of plan/do/study/act cycles, tracking data and documentation. The position will support compliance with local, state and federal regulatory standards.
Schedule
The typical work schedule is Monday through Friday, 8:00am – 4:30pm. Work schedule may include non-traditional lunch hours, evening, holiday and weekend work hours. Additional hours may be required as deemed necessary for communicable disease control, disaster management, public health emergencies, preparedness activities, special events or programs, out of county training/travel or other duties as assigned by the supervisor.
Qualifications
- General knowledge of the principles and practices of public administration, specifically the planning process.
- General knowledge of public information principles.
- Considerable knowledge of principles and practices of public health.
- Considerable knowledge of emergency planning, preparedness, and response principles and practices.
- Considerable knowledge of local health department accreditation standards.
- A high level of analytical ability and judgment is required in interpreting, adapting, and applying widely varied and complex standards, policies, and procedures that have significant variables to fit unusual and complex situations.
- Must be able to process and use complicated workplace data and graphics; summarize, compare and identify trends between and among detailed forms, tables, graphs, diagrams, maps, etc.
- Ability to communicate effectively and work effectively with people on all educational & professional levels.
- Must have sufficient comprehension to deal with and resolve unusual and difficult problems.
- Must have knowledge of available resources and organizations and the ability to coordinate these as needed.
- Must be able to deal tactfully with others and exercise good judgment in assessing situations and making decisions.
- Skill in establishing a rapport HCDPH staff, county department heads and staff, community agencies, and the public.
Required Minimum Training and Experience
A master's degree in public or human services administration or a human services programmatic field preferably with course work in human services planning and one year of experience in human service program planning or administration; or graduation from a four-year college or university and three years of administrative or consultative experience in a human service program; or an equivalent combination of education and experience.
