Tax Relief Administrator
Duties and Responsibilities: This position plans, organizes, supervises, and directs the Tax Relief Division staff in accomplishing Tax Department goals; plans, organizes, supervises and directs all aspects of the Tax Relief Program in accordance with applicable statutes and within allotted resources; develops programs to educate citizens about available tax relief programs; monitors and reports progress, risks, opportunities and perceived issues regarding tax relief to Tax Department Management. This position also Performs difficult administrative and supervisory work in Tax Relief Division of the Assessor’s Office; performs related work as required. Work is performed under general supervision. Exercises limited supervision of the Tax Relief Division staff. Reports to the Tax Collector.
Qualifications: Thorough knowledge of principles, practices, techniques, ordinances, and laws used in the appraisal of real and personal property and tax relief programs granted by Chapter 105 of the General Statutes; thorough knowledge of computer systems, operations, data entry, and applications, including MS Word, MS Excel, MS PowerPoint, the NCPTS programs, GIS programs; general knowledge of County geography; general knowledge of county policies and procedures; ability to analyze, using software as necessary, a variety of complex administrative and legal issues to make sound recommendations for problem resolution; ability to plan, coordinate, and supervise the work of others; ability to research, analyze, and make recommendations on various topics; ability to operate common office machines and computer required by the position; ability to plan, direct and conduct compliance reviews and communicate respectfully and effectively with property owners concerning compliance reviews and other matters; ability to communicate and collaboratively work with co-workers, outside agencies and taxpayers; ability to read and interpret land maps; ability to legally, safely and efficiently operate a motor vehicle; ability to communicate effectively orally and in writing; ability to perform a field visit and thoroughly review properties subject to present use value; ability to maintain accurate records and prepare reports; ability to attend work regularly; ability to communicate respectfully and effectively with various segments of the community, including the farming, non-profit, elder and disabled communities, excellent interpersonal skills.
Special Requirements: Within one (1) year of employment, certification as a County Real and Personal Property Appraiser by the Property Tax Division of the North Carolina Department of Revenue, accompanied by available courses and/or workshops specific to Present Use Value and Tax Relief Programs.

- IAAO Course 101 – Fundamentals of Real Property Appraisal
- Personal Property Appraisal and Assessment
Within three (3) years of employment, successful completion of the following courses:
- IAAO Course 300 – Mass Appraisal of Property
Certified Appraiser by the North Carolina Appraisal Board and/or IAAO Designation preferred but not required for initial employment.
Pre-employment drug test, background checks and SBI Fingerprinting required of final applicants.

Salary Range: $52,201.50 - $106,782.00
Hiring salary will be determined based on qualifications and internal equity.
