Duties and Responsibilities: This position is responsible for directing the activities of program managers who manage the day to day functions of units and sub-units within their areas of responsibility; performs both long and short term planning for the section, assessing and incorporating current and future needs for the community, agency and section into the decision making process; develops and justifies annual section budgets based on the needs presented by program managers and unit supervisors, projected program changes, projected community needs, and workflow trends in the Section; expected to set unit standards for work performance and productivity for the Section and within individual units; participates in assessment of community needs and the development of processes and programs to address them.

 

Qualifications:  Thorough knowledge of Income Maintenance programs; the use of the Income Maintenance program manuals and of the forms and documents used in determining eligibility for all program areas; needs, problems, and attitudes of disadvantaged persons;  the budgeting and planning process.  Considerable knowledge of  all Agency programs and services; needs assessment techniques; management skills.  Ability to communicate effectively orally and in written form; organize, direct, and plan for Income Maintenance programs; maintain a satisfactory working relationship with applicants, other sources contacted within the course of work, the agency Director, the public at large and County officials; plan and evaluate the services of a comprehensive eligibility program; represent the eligibility program in departmental meetings and community conferences.  

 

Minimum Education and Experience Requirements: Three years of supervisory or administrative experience, at least two of which must have been in an income maintenance or services program and preferably with one year of experience in an income maintenance program; or an equivalent combination of training and experience.

Hiring salary will be determined based on qualifications and internal equity.
