Duties and Responsibilities: This position provides administrative support to the Soil & Water District Board and Henderson County Agricultural Advisory Board at monthly meetings and to the supervisors and other departmental staff, as requested, on a daily basis; develops and produces agendas for Board meetings and provides background materials and guidance at meetings in accordance with the N.C. open meetings law; takes notes at meetings and prepares routine correspondence; prepares forms and reports as necessary for the Agricultural Advisory Board; represents and/or assists District Supervisors with duties related to various state or area offices; develops annual plans of operations and annual reports for District, as directed by Board. This position Under general supervision, performs office administrative duties for the Soil & Water Conservation District, assists with administrative support tasks for the local office of the U.S. Department of Agriculture Natural Resources Conservation Service, the Henderson County Soil & Water Conservation District and the County Agricultural Advisory Board.  Work involves administrative, financial, technical, and advanced secretarial duties.  Employee is also responsible for planning and/or attending major meetings and events, advising the appropriate Boards on administrative matters, taking and transcribing minutes.  Employee screens and independently handles a variety of routine inquiries by telephone and in person.  Employee manages and analyzes computer databases, is responsible for computer security, and develops and maintains a variety of other records and files.  Employee performs administrative management for most office functions to relieve other District personnel of operational details.    Reports to the Soil & Water District Director.

 

Qualifications: Thorough knowledge of modern office management principles, practices, and techniques; thorough knowledge of County policies, procedures, and regulations; thorough knowledge of computers and various software applications, and other required office equipment; general knowledge of the organization and functions of County government; ability to prepare and maintain accurate records and reports; ability to communicate effectively orally and in writing; ability to attend work regularly; excellent interpersonal skills.  Must exercise considerable independent judgment, discretion and initiative in completing assignments; must exercise considerable tact and courtesy in frequent contact with the public.

 

Pre-employment drug screen, SBI Fingerprinting, driving history and criminal background checks (including screening against the OIG’s List of Excluded Individuals), is required of finalist applicant.
